Conditins Consistent with the Operating Schedule
The prevention of crime and disorder
A personal licence holder shall be on the premises from 8pm on every Friday, Saturday, Sunday until the premises closes. This person should be employed by the premises licence holder and must be act in a responsible manner during this time.
A tamper proof CCTV system shall be installed at the premises in liaison with and to the satisfaction of Lancashire Constabulary and shall be used to record during all hours that a licensable activity takes place on the premises, and will include one camera covering the front door, one covering the main bar and one covering the dance floor area
The images recorded by the CCTV system shall be retained in unedited form for a period of not less than 14days.
Any outside area used for the consumption of alcohol shall be covered by CCTV
There shall be in place for the premises a written policy to prevent the sale or supply of alcohol to persons under 18 years of age. That policy shall require any person who appears to be under the age of 25 years to produce a recognised proof of age card accredited under the Proof of Age Standards Scheme (PASS) or if a proof of age card is not available a photo driving licence or passport indicating that they are over 18 years of age.
A notice or notices shall be displayed in and at the entrance to the premises where they can be clearly seen and read and shall indicate that it is unlawful for persons under 18 to purchase alcohol or for any person to purchase alcohol on behalf of a person under 18 years of age.
Where the premises licence has restrictions relating to the admission of children, a sign detailing those restrictions shall be displayed at the entrance to the premises where it is clearly visible to members of the public visiting those premises
If the premises trades after 0100hrs on Monday then a minimum of one member of door staff, registered with the SIA will commence duty from 2300hrs Sunday evening. In addition, one member of door staff will commence duty on Friday and Saturday nights only, at 2200hrs and will remain on the premises until close of business.
All staff will successfully complete training in age related products prior to operating a till on the sales floor. Refresher training will also be successfully completed not more than every 3 months, this will be fully documented and be available for inspection to police officers or other authorised persons
A zero tolerance approach to drugs will be promoted via appropriate signage in the premises. Any person found to be in possession of drugs must be reported to the police immediately upon being apprehended
No person under the age of 18yrs shall be permitted on the premises after 8pm
No person under 18 years of age shall be employed upon the licensed premises
To utilise and fully record any refused sales or challenges made to patrons and such records be kept in an appropriate book/binder and be made available on inspection to the police or other authorised agency
Subject to the provision made in respect of Sunday (below) no adult entertainment will commence at the premises prior to 9.00 pm daily.
Adult entertainment will be permitted on Sunday from 1400hrs only on written notification to police, at least 7days prior to the service been provided. This written notification will include a risk assessment in relation to children and will ensure that no person under the age of 18yrs is permitted on the premises after this time.
Whilst ever adult entertainment takes place on the premises a minimum of one door staff must be present to ensure that there is no admittance to the premises of any individual under the age of eighteen years. Another member of staff must be responsible for the adult entertainer and must escort him/her to and from the changing area and ensure his/her safety whilst performing.
The Premises Licence Holder must ensure that adult entertainment is never visible from the public highway.
There must be no admittance of the premises when adult entertainment is taking place to persons under the age of eighteen years and a clear notice must be displayed at the entrance of the premises in a prominent position so that it can be easily read by persons entering the premises in the following terms "no person under the age of eighteen will be admitted."
Performers shall not be aged less than eighteen years.
Dressing Room (s) must be provided and must not be accessible to members of the public (including members of the audience) prior to, during or after the performance.
Performers not performing must not be present in the licensed area of the premises in a state of nudity and they must be properly and decently dressed.
There must be no displays of signage outside the premises or photographs or other images which indicate and suggest that adult entertainment takes place at the premises.
Prevention of public nuisance
When amplified musical entertainment is taking place inside the premises after 22.00 windows and doors, save for entrance and exit purposes, will be kept shut.
A sign will be located at the exit (s) requesting that customers leaving the premises do so quietly and with consideration to neighbours.
Use of the smoking area at the rear and side of the premises would cease at 12.00 midnight. The licence holder should be aware that is time limit will be subject to review and may be altered in the event that complaints of noise are received.
Notices would be posted at the rear exit door and in the smoking area requesting persons to be considerate with regard to nearby neighbours and avoid noisy behaviour.
Staff to monitor noise from the premises throughout the evening and to keep a log of such observations in order to ensure that noise does not cause disturbance to nearby residents.
Smokers would use the pavement area to the front of the premises after 12.00 midnight, and he should consider the health and safety implications of this.
