1 No alcohol shall be sold or supplied otherwise than to persons residing in caravans on the park or their bona fide guests, otherwise than on an occasion when notice has been given to the Police in accordance with condition 2 below and the Police shall have given their consent to the event taking place within 5 working days of the date on which notice was given.
2 On no more than 15 times per year, the Premises Licence Holder can give notice to the Police of their intention to hold an event where alcohol can be sold to members of the public specifically invited to the function. Such notice shall be given at least 10 working days prior to the occasion on which the event shall take place by recorded delivery post or fax transmission to the appropriate Police Licensing Unit, and the notice shall be deemed to have been given when it is received. The notice shall state:-
a) The date of the event and the reason for the event;
b) The proposed time when licensable activities shall cease and the time when the premises will close;
c) Whether or not the Premises Licence Holder will utilise a CCTV system which complies with the minimum requirements promulgated by the Lancashire Constabulary which shall record during all hours that a Licensable activity takes place on the premises;
d) Whether or not door supervisors will be on duty from 23.00 hours until the end of the event; and
e) The expected number of attendees at the event.
3. If an event is held in accordance with a notice given according to paragraph 2 above, it shall be a condition of that event taking place that:
a) The Police have given their consent in writing to the event taking place.
b) The event is held in accordance with the notice and in particular if the notice states that CCTV shall be operative and/or door supervisors shall be on duty, those things must be in place.
4. Sales / supply of alcohol (other than on occasions set out in 1, 2, 3 above or whilst a Temporary Event Notice is in force) shall cease at 00.30 hours (half past midnight) and all Licensable activities will cease at 01.00 hours.
5. Door supervisors registered with SIA shall be equipped with an appropriate method of keeping an accurate record of the capacity levels, including any separate capacity levels for individual rooms or levels.
6. The designated premises supervisor will maintain a daily record comprising of the following: - Start time and finish time of each door supervisor. The door supervisor will record their SIA badge number and will sign and print their name in a legible form at the beginning and end of each tour of duty. The record shall be kept securely on the premises for at least 6 months and shall be produced on request to the police or other authorised person.
7 Any person who looks or appears to be under the age of 18 shall be asked to provide identification that they are over the age of 18. The following are the only forms of identification acceptable:- UK photo driving licence, passport, PASS card, proof of age standards scheme.
8 A personal licence holder shall normally be on the premises at all times after 20.00 hours during which intoxicating liquor is being sold or supplied to customers or consumed by customers, except in the case of an emergency.
9 No licensable activities shall take place during the consecutive period of two months during which the premises are closed each year
10 Amplification of live or recorded music will be such that no disturbance will occur to caravan park residents or neighbours
11 No new members of staff shall be employed at the premises without first having obtained an enhanced disclosure from the Criminal Record Bureau and in any circumstance where the enhanced disclosure shows a conviction further guidance from relevant agencies will be sought
12 There will be no licensable activities aimed exclusively at children
13. There will be no adult entertainment services, activities, other entertainment or matters ancillary to the use of the premises that may give rise to concern in respect of children
