Offered Conditions
A Personal Licence Holder will be on the premises from 21.00 hours until the premises close except in the case of an emergency.
Whenever the designated premises supervisor is not at the premises a responsible person will be nominated by the designated premises supervisor to manage the premises and will have the contact details of the designated premises supervisor. The details of such person to be on prominent display in the entrance to the premises
Pre-entry safety checks will take place prior to the public being admitted to the premises.
The premises shall be equipped with a CCTV system that shall comply with the minimum standards as agreed with Lancashire Constabulary and in particular with the following criteria:
(a) The system shall be maintained in proper working order.
(b) The system shall display on any recording, the correct time and date of the recording.
(c) The system shall be recording during all hours during which the premises are open to the public.
(d) Recorded VCR tapes or digital recordings shall be held for 31 days after the recording and shall be made available to the police for inspection on request.
(e) The system shall comprehensively cover the public areas of the premises.
(f) Notices informing customers of the operation of the system shall be prominently displayed at the public entrance to the premise.
When the premises will be open to the public after 01.00 the following day SIA trained Door staff will be on the premises from 2200 hours until the premises close and at all other material times deemed necessary following a risk assessment made in conjunction with the Police Licensing Officer. The ratio of Door staff to customers will be two members of Door staff for the first 100 customers in the Club Area and one member of Door staff for every 100 customers thereafter
When the premises will be open to the public after 04.00 the ratio of Door staff to customers from 04.00 hours until the premises close will be two members of Door staff for the first 100 customers in the Club Area and two member of Door staff for every 150 customers thereafter
The DPS will keep or cause to be kept an accurate record on a daily basis that includes the start and finish time of each Door Supervisor and each Door Supervisor will record their SIA badge number and will sign and print their name in a legible form at the beginning/end of each duty. The record shall be kept on the premises for at least 6 months and will be produced on request to the Police or other authorised person.
Customers will not be permitted to leave the premises with glasses/bottles and Door Supervisors will be positioned at the entrances/exits to ensure such.
All incidents/accidents of any nature which may occur in the premises will be recorded in the Incident Log Book which will be produced on request to the Police or other authorised person.
A written “Challenge 21” policy shall be in place. This policy shall be actively promoted and state that any person to which the sale or supply of alcohol is being made who looks or appears to be under 21 years of age, shall be asked to provide identification that they are 18 years of age or over. The following forms of identification are acceptable:
UK photo driving licence;
passport;
PASS card (proof of age standards scheme)
Any other form of identification approved by the police
Signs promoting this policy shall be prominently displayed at public entrances and alcohol sales areas.
The DPS or a person nominated by him will be a member of and regularly attend Pub Watch meetings which would include registration and use of community network radio
Those appearing to have drunk alcohol to excess will be refused service and asked to leave the premises
Where available, only toughened glass / plastic / polycarbonate drinking vessels will used on the premises,
First aid kits are kept on the premises and regularly checked for supplies and stocked up.
All staff will be trained in evacuation procedures, including the evacuation of disabled customers.
Compliance with Health and Safety and Fire Regulations will be ensured by annual inspections of emergency lighting, gas installation and fire alarms.
All doors both inside and outside the premises which are on an escape route will be fitted only with approved fasteners and shall at all times be property maintained, free from obstruction and be capable of being opened easily and fully so that they do not restrict the public leaving the premises and shall open in the direction of the escape route.
Free drinking water available throughout opening hours
Notices requiring the public to leave the premises in a quiet and orderly manner are placed on the exit routes.
Staff/Door Staff to assist in patrons leaving premises in an orderly fashion.
Local taxi firms will be made aware of closing times
Door supervisors registered with SIA shall be equipped with an appropriate method of keeping an accurate record of the occupancy level and will keep a record of such levels including separate levels for the bar and the club
The maximum occupancy of the bar will be 120 and the maximum occupancy of the club will be 650 unless a risk assessment prepared by the Premises Licence Holder in conjunction with the Police Licensing Officer indicates larger figure(s) in which case that/those figure(s) shall apply.
Door supervisors will regularly patrol any queue to the premises as necessary to ensure that potential customers who are drunk or who have acted in a disorderly manner or have behaved in such a way as to cause a public nuisance or disturbance are prevented from entering the premises
The applicant will operate a zero tolerance drugs policy and a zero tolerance towards drunk and disorderly conduct and the premises licence holder will provide to the police a drugs policy for the premises which shall as a minimum contain all of the practices outlined in the guidance published by the Home Office and the London Drug Policy Forum 'Safer Clubbing' Free drinking water to be made available at all times
The provision of off-sales will cease at 23.00 hours
On any such occasion when adult entertainment or services, activities other entertainment or matters ancillary to the use of the premises that may give rise to the concern in respect of children no person under the age of 18 will be permitted to be on the premises.
