Offered Conditons
1. A personal licence holder shall normally be on the premises at all times after 20.00 hours during which intoxicating liquor is being sold or supplied to customers or consumed by customers, except in the case of an emergency
2. Whenever the designated premises supervisor is not at the premises another personal licence holder will be nominated by the designated premises supervisor as being the responsible person to manage the premises and will have the contact details of the designated premises supervisor. The details of such person to be on prominent display outside the premises
3. A minimum number of 2 members of door staff registered with the SIA will be on duty from 20.00 hours for the first 100 customers and thereafter one for every 250 or part thereof. In the case of private functions 10 working days notice will be given to the police whereby the type of function will determine the commensurate doorstaff provision with police consent
4. Door supervisors registered with SIA shall be equipped with an appropriate method of keeping an accurate record of the capacity levels, including any separate capacity levels for individual rooms or levels
5. Door supervisors shall be positioned at each entrance/exit (other than fire only exits) to ensure that no customer leaves with any bottles or glasses or food any container/or wrapper
6. The designated premises supervisor will maintain a daily record comprising of the start time and finish time of each door supervisor. The door supervisor will record their SIA badge number and will sign and print their name in a legible form at the beginning and end of each tour of duty. The record shall be kept securely on the premises for at least 6 months and shall be produced on request to the police or other authorised person
7. Only glasses, which are made of ‘toughened glass’, will be used whether alcohol is being consumed on the premises or in any area outside the premises, which trades as part of the premises
8. Any person who looks or appears to be under the age of 18 shall be asked to provide identification that they are over the age of 18. The following are the only forms of identification acceptable: UK photo driving licence; Passport; PASS card (proof of age standards scheme) - except under the provisions of section 149 (5) of the Licensing Act 2003
9. The maximum number of persons (including staff) allowed to be on premises at any time shall be 1100
10. No entry to or re-entry to the premises one hour prior to the terminal hour by members of the public or by any guests or friends of members of staff or the premises licence holder
11. The designated premises supervisor or a person nominated by them shall be a member of and regularly attend meetings of any Pubwatch scheme for the area within which the premises are located and would include registration and use of community/network radio
12. The provision of off-sales to terminate at 23:00 hours but the designated premises supervisor may operate an off-sales delivery home service Monday - Sunday inclusive from 10.00 hours to 01.00 hours the following morning
Not less than 10 days notice of any boxing or wrestling event will be given to the licensing authority to allow approval of the layout for the particular event

The prevention of crime and disorder
The Premises Licence applicant employs four full time Security Industry Act registered door staff and uses FHG Agency in Lancaster for additional registered door staff. Door staff numbers are adjusted for the type of event. Door staff are employed up to 15 minutes after the venue closes. It would be requested that the numbers of door staff employed should be at the discretion of the applicant for the particular types of event. The premises have a full CCTV system - this is a modern system and operates continuously 24 hours a day 7 days a week and records onto disc. The applicant also operates an internal “Walkie Talkie” system in the premises and will participate in any pub-watch scheme devised for Morecambe. The applicant is fully familiar with the Safer Clubbing Guide and operates a Drugs Search policy as follows: On events where necessary. Drugs searches on entry are carried out by qualified SIA registered security staff, with both male and female operatives on duty. Random routine checks are made of toilets, main room and staircase by pairs of SIA security staff. In relation to any illegal substances found:- there is disposal of small quantities by management and SIA staff. Anyone found in possession of a significant quantity is detained by SIA security and Police are called.
Public safety
The applicant is conscious of public safety and has undertaken many forms of risk assessments such as queue control, transportation of customers and embarkation and disembarkation of customers from buses, lifting, kitchen risks and fire risks as examples. First Aiders will be available amongst the applicant’s staff members are required and again depending upon numbers attending the venue and, of course, the premises have electrical installations, sprinkler systems, alarm systems which are regularly inspected.
The prevention of public nuisance
The applicant has a full CCTV system both internal and external and a noise limiter is already fitted. Externally, the applicant is aware of issues of crowd dispersal and an appropriate number of door staff will remain in or outside the premises for a period of up to 15 minutes after the venue has closed. Again numbers of door staff will depend on the type of event.
The protection of children from harm
The only occasions when children are likely to be within the premises are at presentations in respect of sporting trophies of all kinds, attending private functions and watching indoor sports. We will make it a requirement that all children under 16 should be accompanied by an adult and, of course, as has already been indicated, in the event that films are being shown, Section 20 of the Licensing Act 2003 makes a mandatory condition applicable.
