Offered Conditions
1. A personal licence holder shall normally be on the premises at all times during which intoxicating liquor is being sold or supplied to customers or consumed by customers, except in the case of an emergency
2. Whenever the designated premises supervisor is not at the premises another personal licence holder will be nominated by the designated premises supervisor as being the responsible person to manage the premises and will have the contact details of the designated premises supervisor. The details of such person to be on prominent display outside the premises
3. Any person who looks or appears to be under the age of 18 shall be asked to provide identification that they are over the age of 18. The following are the only forms of identification acceptable: UK photo driving licence; Passport; PASS card (proof of age standards scheme)
4. There will be no adult entertainment services, activities, other entertainment or matters ancillary to the use of the premises that may give rise to concern in respect of children.
Operating schedule
a) General - all four licensing objectives (b,c,d,e)
The premises are a members only club servicing caravan park residents and guests. The park is open throughout the season commencing 1st March for 42 weeks. The club house is open to members from 11:00 hours until 02:00 hours and will be closed by 02:30 hours.
There will be 2 Personal Licence holders responsible for the club house. The caravan site is open only to site members and tourers and not to the general public.
b) The prevention of crime and disorder
The clubhouse has an evening receptionist who vets entry to the club and checks membership status. Members must show their membership card to gain entry, however guests and tourers can apply for membership and complete a membership application form before gaining admittance. The premises therefore have a record of all personal details including name and address of all attendants.
The premises have floodlights illuminating the surrounding areas. Staff are trained to deal with any criminal or disorderly act and the police will be notified immediately should the need arise. The club operates an age policy and under 16 year olds are only allowed admittance when accompanied by an adult at all times. Signs are on display in the clubhouse highlighting the fact that alcohol will only be served to persons aged 18 and over. The clubhouse has an age check policy and anybody purchasing alcohol who looks under age will be asked to produce suitable identification confirming their age.
The establishment does not tolerate drugs being sold or used on the premises and anyone caught handling drugs will be reported to the police and banned from the park. All members of staff concerned with the sale of alcohol will be trained in relation to sales of alcohol and of the signs of a customer who has had too much alcohol who will be refused service. The clubhouse has 4 bar staff and a Personal Licence holder will be on or around the premises at all times.
As the premises is situated in private grounds and open only to members and bona fide guests, crime and disorder have never been an issue.
c) Public safety
The premises subscribe to annual inspections by an external Health and Safety Consultancy Specialist in accordance with it's site licence. The premises carries out periodic tests of emergency lighting, fire alarms and fire fighting equipment. Fire escapes are all maintained and kept free from obstructions. All staff are made aware of designated muster points in the event of a fire. Fire notices are on display and all fire exits are signposted. A disabled ramp is provided at the main entrance to the clubhouse enabling disabled persons to access and leave the premises. All fire instruction signs will be illuminated so that they can be easily read at all times. The premises has bench seating and movable seating and all exit areas will be kept clear.
The premises have the benefit of emergency lighting, which will be activated once the electricity supply to the regular lighting is interrupted. Regular inspection of all normal and emergency lighting takes place. The premises has a number of First Aiders and First Aid boxes are kept at the premises and supplies are replenished accordingly. The site has a resident warden who is contactable 24 hours a day.
All accommodation limits at the premises are observed.
d) The prevention of public nuisance
The premises are situated in 13 acres of private land. The premises is only open to site members and tourers. The clubhouse is situated away from residential property and has the benefit of double glazing thus retaining the majority of sound within the premises. It is policy that music played within the clubhouse is kept to a reasonable level out of respect for surrounding caravans.
The premises have a resident maintenance team responsible for the upkeep and maintenance of the premises and surrounding grounds. Deliveries to the premises are pre-arranged and take place on private land and do not interfere with site members or surrounding properties. The premises has a resident warden who is on call 24 hours a day who would deal with any public nuisance or disorderly behaviour and report the same to the police if necessary.
e) The protection of children from harm
The premises are situated on a family holiday site and its objectives are to provide clean family fun in a peaceful atmosphere. Acts and artists who perform in the clubhouse are for the family audience and child focused events and entertainment is also provided. The premises operates an age restriction policy and children under 16 are only allowed admittance to the clubhouse when accompanied by an adult member. Children under 14 years are not allowed in the cabaret room on Saturday evenings but are allowed to use the children's room with adult supervision. Signs are on display at the premises emphasising age restriction.
