  On New Year’s Eve alcohol may be sold from the end of permitted hours on New Year’s Eve to the start of permitted hours on the following day (or, if there are no permitted hours on the following day, 00.00 hours (midnight) on 31st December)

  Credit Sales

  Alcohol shall not be sold or supplied unless it is paid for before or at the time when it is sold or supplied, except alcohol sold or supplied with and for consumption at a meal supplied at the same time, consumed with the meal and paid for together with the meal

   

  WITH Children’s Certificate

  No person under fourteen shall be in the bar of the licensed premises during the permitted hours unless one of the following applies:

  1        He is the child of the holder of the premises licence.

  2        He resides in the premises, but is not employed there.

  3        He is in the bar solely for the purpose of passing to or from some part of the premises which is not a bar and to or from which there is no other convenient means of access or egress.

  4        The bar is in premises constructed, fitted and intended to be used bona fide for any purpose to which the holding of the licence is ancillary.

  a)              He is in an area shown on the plan attached to the licence

  b)              Meals and non-alcoholic beverages are available for sale for consumption in that area

  c)              He is in the company of a person aged 18 or over

  d)              He is there:

  (i)    prior to 21.00 hours; or

  (ii)  between 21.00 hours and 21.30 hours where he or the said person is consuming a meal purchased before 21.00 hours

  In this condition “bar” includes any place exclusively or mainly used for the consumption of intoxicating liquor. But an area is not a bar when it is usual for it to be, and it is, set apart for the service of table meals and alcohol is only sold or supplied to persons as an ancillary to their table meals

   

  Mandatory conditions where licence authorises the supply of alcohol

  (1)              No supply of alcohol may be made under the premises licence -

  (a)              at a time when there is no designated premises supervisor in respect of the premises licence, or

  (b)              at a time when the designated premises supervisor does not hold a personal licence or his personal licence is suspended

  (2)              The supply of alcohol under the premises licence must be made or authorised by a person who holds a personal licence

   

  Mandatory condition where Door Supervisors are provided

  All individuals who carry out security activities must be licensed by the Security Industry Authority (SIA)

  Intoxicating liquor can only be sold to:

  )          Members of the Freehold Community Club, under the rules of the club persons may not be admitted to membership or be admitted as candidates for membership to any of the privileges of membership without an interval of at least 2 days between their nomination or application for membership and their admission. The rules of the club as to the sale of intoxicating liquor are to be lodged with the clerk to the licensing committee and are not to be altered without the consent of the licensing magistrates

  )          Guest of members of the club provided that no member shall introduce more than two guests on any one occasion and no guest shall be introduced on more than four occasions in any one calendar year

  )          Persons attending a function, conference or meeting at the premises which has been booked in advance through the committee of the club

  Intoxicating liquor can only be sold to: -

   

  )          Members of the freehold community club.   b)  The prevention of crime and disorder

   

  Additional security cameras will be provided to monitor the behaviour of patrons of the club.

   

  Whenever the designated premises supervisor is not at the premises another personal licence holder will be nominated by the designated premises supervisor as being the responsible person to manage the premises and will have the contact details of the designated premises supervisor, the details of such person to be on prominent display outside the premises.

   

  c) Public safety

  d) The prevention of public nuisance

   

  A noise limitation device is fitted at the premises and is in use at all times. Improved double glazing will be fitted. There are automated electrical cutoffs fitted which are programmed to the relevant times.

   

  Taxi numbers to be provided on the premises and finally reasonable steps taken to encourage customers to leave the premises in an orderly and quiet fashion.

   

  e) The protection of children from harm

   

  Anyone suspected to be under the age of 21 will be asked to provide appropriate identification.

  1        A personal licence holder shall normally be on the premises at all times during which intoxicating liquor is being sold or supplied to customers or consumed by customers, except in the case of an emergency

  2        In the event of doorstaff being employed at the premises the designated premises supervisor will maintain a daily record comprising of the following: start time and finish time of each door supervisor. The door supervisor will record their SIA badge number and will sign and print their name in a legible form at the beginning and end of each tour of duty. The record shall be kept securely on the premises for at least 6 months and shall be produced on request to the police or other authorised person

  3        To install, maintain and operate a CCTV system, which complies with the minimum requirements, expected of the Lancashire Constabulary and shall record during all hours that a licensable activity takes place on the premises

  4        Any person who looks or appears to be under the age of 18 shall be asked to provide identification that they are over the age of 18.  The following are the only forms of identification acceptable: UK photo driving licence; Passport; PASS card (proof of age standards scheme)

  5        Any outside area, which is used for the consumption of alcohol, shall cease to be so used at 23.00 hours

  6        The provision of off-sales to terminate at 23.00 hours

  7        Before entertainment is provided the area of the premises designated for that purpose shall be fitted with a suitable automatic noise limiting device approved by the local licensing authority.  The location, installation and settings of the noise-limiting device shall be agreed by the local licensing authority prior to any entertainment being provided.  All entertainment events shall be conducted in the designated area and shall draw all electrical power from sockets served by the noise-limiting device.  The noise-limiting device shall be operating correctly and in the manner intended during all entertainment events.  The settings of the noise-limiting device shall be secure and tamper-proof and shall not be altered without the prior written approval of the local licensing authority

  There will be no adult entertainment services, activities, other entertainment or matters ancillary to the use of the premises that may give rise to concern in respect of children
