Operating schedule
a) General - all four licensing objectives (b,c,d,e) (please read guidance note 9)
The premises will trade primarily as a hotel for residents and bona fide guests.
For the avoidance of doubt, and subject to the conditions set out below, members of the public are permitted to all parts of the premises where licensable activities take place.
Management are well aware of their responsibilities in respect of current legislation. All staff are fully trained, both initially and on an ongoing basis to the standards required for the current legislation, including training in the preparation of the various risk assessments which are necessary for the operation of a large premises such as this.
b) The prevention of crime and disorder
CCTV will be installed in consultation with the Police’s Crime Prevention Officer
For the Rotunda Bar only, for any function to which non residents/guests are permitted, and for which the sale of alcohol continues beyond 02:00, a minimum of two SIA registered security staff will be employed up to 100 customers, and thereafter at a ratio of 1 to 100 customers until 30 minutes after the sale of alcohol to non residents/ guests ends.
A Personal Licence Holder will normally be present on the premises when licensable activities are taking place.
For the Rotunda Bar only, at functions to which non residents/guests are permitted, and where the sale of alcohol continues beyond 02:00, a minimum of one Personal Licence Holder should be present on the premises at all times that licensable activities are taking place at the Rotunda Bar until 30 minutes after those licensable activities cease.
The challenge 21 scheme or any other similar scheme agreed with the Police will be operational at the premises.
c) Public safety
All staff are trained in their core job roles and in accordance with the staff training programme.
Staff receive mandatory training in basic health and safety, food hygiene and first aid.
d) The prevention of public nuisance
Nuisance levels emitted by the hotel sound system will be discussed in consultation with the Environmental Health Department.
The Premises Licence Holder shall maintain suitable and sufficient sound attenuations throughout the premises.
The management are committed to being an asset to the local community and will regularly assess the operation’s impact on neighbours and the locality.
With regard to events outside the hotel building involving regulated entertainment that extends beyond 23:30:-
) The Premises Licence Holder shall carry out a noise risk assessment to include events in the outside area which involve regulated entertainment.
) The noise risk assessment referred to above will identify whether a Noise Consultant is required for any individual event, and if so, the Premises Licence Holder shall use the services of such a consultant to monitor noise at that event.
) Where a Noise Consultant is required, the Premises Licence Holder shall authorise the Noise Consultant to manage noise at the event and if necessary reduce noise levels as appropriate.
) The Premises Licence Holder shall institute and maintain written Noise Management Policies and Procedures. These documents will be available to authorised Officers on request.
) There shall be no more than 24 such events per calendar year.
) For the avoidance of doubt, background music does not constitute regulated entertainment.
e) The protection of children from harm
Please see above.
Staff will continue to have rigourous training about preventing the sales of alcohol to underage persons.
There will be no adult entertainment services, activities, other entertainment or matters ancillary to the use of the premises that may give rise to concern in respect of children
