Conditions added following an application to vary the premsies licence June 2026:
The premises will continue to operate in accordance with all existing conditions of the premises licence, save for those specifically identified within this application for removal. The Designated Premises Supervisor, Premises Licence Holder or Duty Manager will undertake a written risk
assessment to determine the need for SIA registered door supervisors based on the nature of the event, expected attendance, trading patterns, previous incidents, local intelligence and any other relevant factors. This will ensure that appropriate control measures are implemented where
necessary whilst maintaining a proportionate and flexible approach to the operation of the premises.
A written risk assessment process will be implemented to determine whether SIA registered door supervisors are required for specific events or trading periods. Where a risk assessment identifies a requirement for door supervisors, appropriately licensed personnel will be employed in number
proportionate to the identified risk
Risk assessments undertaken prior to events or busy trading periods will consider public safety factors including expected attendance levels, customer demographics, entertainment provided and any relevant local intelligence. Where necessary, additional control measures, including the
deployment of SIA registered door supervisors, will be implemented
Risk assessments will consider the potential for noise, nuisance and dispersal issues and appropriate measures will be implemented where required, including the use of SIA registered door supervisors where identified as necessary by the assessment process
A documented Challenge 25 scheme will be operated at the premises. The Challenge 25 scheme shall be actively promoted and advertised at the premises and will ensure that any person purchasing alcohol, who appears to be under 25 years of age, shall be asked to provide acceptable identification to prove that they are 18 years of age or over. Failure to supply such identification will result in no sale or supply of alcohol to that person.
The Proof of Age Standards Scheme (PASS) will be actively promoted at the premises by the display of Challenge 25 posters bearing the PASS logo.
A PASS accredited holographic proof of age card will be the main identification document accepted at the premises as proof of age. A PASS card must be accepted as proof of age if a purchaser possesses one. Where a purchaser does not possess a PASS accredited proof of age card, only the following alternative forms of alternative identification will be acceptable:
(a) Photo driving licence
(b) Passport or
(c) HM Forces Warrant Card
(d) Any electronic or biometric age verification technology approved by the licensing authority
An incident book will be maintained in which there will be recorded:
1. All incidents of crime and disorder
2. Refused sales to suspected under-age and drunken persons.
3. A record of any person asked to leave the premises.
4. Details of occasions on which the police are called to the premises.
5. A record of persons searched on suspicion that drugs are being carried and the reason for such suspicion.
The book will be available for inspection by a police officer or authorised person on demand.
All staff involved with the provision of alcohol will successfully complete training in age related products prior to operating a till. Refresher training will also be successfully completed not more than every 6 months, this will be fully documented and be available for inspection to police officers or other authorised persons.
Procedures are in place to ensure staff are aware of their responsibilities in respect of serving alcohol and the relevant provisions of the Licensing Act 2003. All staff are made aware of their responsibilities in respect of the sale of alcohol and the potential for problems that can occur if too much is consumed and the effect that can have on the behaviour of customers. As much as possible care is taken to ensure all customers are safe and do not create disorder when leaving the premises.
CCTV equipment shall be installed and be maintained in good working order in accordance with the manufacturer's instructions. Training should be provided for staff members in the usage of the CCTV equipment. CCTV footage recorded must, as a minimum, cover each entry/exit point of the premises and be recording at all times when the premises is conducting licensable activities.
The images recorded by the CCTV system shall be retained in unedited form for a period of not less than 30 days.
The Data Controller will make footage available within a reasonable time to a Police Constable or Authorised Officer, where such request is made in accordance with and which satisfies the Data Protection Act 1998.
A Drugs Policy must be in place at the premises and positive action taken.
Any outside area will be regularly monitored for noise nuisance and empty drinks containers removed.
Offered Conditions
1. A personal licence holder shall be on the premises at all times after 20.00 hours on Friday & Saturday during which intoxicating liquor is being sold or supplied to customers or consumed by customers except in the case of an emergency and shall normally be on the premises at all times after 20.00 hours on Sunday to Thursday during which intoxicating liquor is being sold or supplied to customers or consumed by customers except in the case of an emergen
2. Only glasses which are made of “toughened glass” shall be used whether alcohol is being consumed on the premises or in any area outside the premises which trades as part of the premises
3. To install maintain and operate a CCTV system which complies with the minimum requirements expected by the Lancashire Constabulary and shall record during all hours that a licensable activity takes place on the premises. Such system shall include full coverage of any outside drinking area.
4. Any person who looks or appears to be under the age of 18 shall be asked to provide identification that they are over the age of 18. The following are the only forms of identification acceptable: - UK photo driving licence Passport PASS card (proof of age standards scheme)
5. The DPS or a person nominated by them shall be a member of and regularly attend meetings of any Pubwatch scheme for the area within which the premises are located and would include registration and use of community/network radio
6. Any outside area which is used for the consumption of alcohol shall be fully covered by CCTV
7. Any outside area which is used for the consumption of alcohol shall cease to be so used at 23.20 hours
8. Off-sales to terminate at 23.00 hours
9. A dispersal policy which is agreed by the police shall be implemented at all times
10. A maximum number of persons (including staff) allowed to be on the premises at any one time shall be: 200 in the bar area; 55 in the function room; 28 in the hotel as stipulated by the Fire Officer
11. Other than 2 AWP machines and 1 cigarette machine there will be no adult entertainment services, activities, other entertainment or matters ancillary to the use of the premises that may give rise to concern in respect of children.
Operating Schedule
a) General - all four licensing objectives (b,c,d,e)
Following an assessment of the premises and its surrounding area the following is proposed;
30 minute "drinking up" time will allow appropriate dispersal, use of ;lavatories etc.
In order to further the licensing objectives the licensee reserves the right to move the fire appliances,AWP machines,cigarette machines and or any other similar objects temporarily in a fixed location which may inpact on the ability of individuals on the premises to use exits or escape routes without impediment.
b) The prevention of crime and disorder
Illumination is provided to the exterior areas of the pub
A rota system is in place for checking the toilets
Staff and licensees monitor customer behaviour especially during busy times
CCTV currently monitors interior and external trading areas
Drug prevention notices in place
Drivers shelf with selection of soft drinks
c) Public Safety
The pub is equipeed with emergency lighting, illuminated exit signs and a fire detection system throughout the entire building.
All dire fighting equipment is service annually
A fire alarm test is carried out weekly
First aid facilities are available for both staff and customers
Accident book on site for staff and customers
Health and safety policy in place and adhered to
Staff are trained in our disability policy and assistance is always available
d) The prevention of public nuisance
Two licensed door staff and a steward/toilet attendant on duty during busy periods
Plastic drinking vessels are available for outside drinking
Lobbied enterances on both access doors reduce noise emissions
When required, staff organise taxis to transport customers home and customers are seen off the premises and discouraged to disperse at closing
e) The protection of children from harm
All children to leave the bar by 9pm
No unaccompanied children
Strict Ploicy on underage drinking-ID required if customers look under 21
AWP and cigarette machines within view of the bar servery
