Offered Conditions
Anyone wishing to provide regulated entertainment in the licensed area shall be required to follow an application process approved by the premises licence holder, police and the licensing authority to ensure that all health & safety, nuisance, legal and community safety issues are considered
Any event where regulated entertainment is to take place other than street entertainment must be approved by the premises licence holder, Lancashire Constabulary and Lancashire Fire and Rescue service. The licence holder shall ensure that as part of the terms attached to any permissions to use the licensed area the organiser of the event submits to the Police and Fire service details of the event and any proposed actions to prevent crime and disorder and promote public safety at the event. Such details must be provided at least 28 days before the event is due to take place unless the police agree to accept a shorter period
A health and safety risk assessment shall be undertaken prior to the event and measures put in place to reduce any such risk as far as is reasonably practicable
The licence holder or his representative shall conduct regular assessments of the noise coming from the licensed area on every occasion the premises are used for regulated entertainment other than street entertainment and shall take steps to reduce the level of noise where it is likely to cause a disturbance to local residents. A written record shall be made of those assessments in a log book kept for that purpose and shall include, the time and date of the checks, the person making them and the results including any remedial action.
No light under the control of the organiser of the event shall be provided where that light causes a nuisance to any nearby premises.
The premises licence holder, Lancashire Constabulary or Lancashire Fire and Rescue Service can withdraw the permission to perform regulated entertainment under authority of the premises licence at any time
Applicant to inform Environmental Protection Section of Health and Strategic Housing
Service at least 21 days before any event takes place. Information to include details of
venues and times of performance and any other relevant information.
Applicant shall comply with provisions of Noise and Statutory Nuisance Act 1993 with
regard to the use of loudspeakers in street after 2100 hours.
Operating schedule
General - all four licensing objectives (b,c,d,e)
All staff are briefed prior to events, public notices are positioned at various sites. For third party organisers, authorisation for the event will only be given following a submission of the event schedule, proof of suitable insurance and a suitable risk assessment of the event.
1. A minimum of 28 days written notice of any licensable event taking place outdoors, where more than 350 people will be in attendance the notification of the event will also include The Fire and Rescue Service, Head of Health and Strategic Housing, Head of Licensing, Local Police Station and Head of Planning and Building Control. Facilities shall be provided to enable authorised persons from these services to carry out inspections as and when required at any reasonable time. 24 hrs notice will be given to organisers by the above staff regarding any inspection.
2. There will be no adult entertainment services, activities, other entertainment or matters ancillary to the use of the premises that may give rise to concern in respect of children.
b)The prevention of crime and disorder
During the events,suitably qualified and trained staff must be present. Where necessary stewards will be requested, No's as recommended by the HSE and where security staff are required they will be SIA registered.
c)Public safety
Risk assessments and public liability insurance are required for all events. First Aiders must be on site. Emergency action plans will be agreed in advance for all events. All private operators will be required to operate to all appropriate codes of practice and will be monitored by Lancaster City Council.
d)The prevention of public nuisance
No alcohol is permitted for sale or consumption within the city centre's outside space at events covered by this licence. We will have close liaison with the Police and Health and Strategic Housing department in advance of events.
e)The protection of children from harm
All staff and private operators must have CRB clearance and Lancaster City Council venues operate a child protection and photographic policy. Private organisers will be asked to demonstrate how they will achieve adequate protection for children.
