Offered Conditions
Whenever the designated premises supervisor is not at the premises another personal licence holder will normally be nominated by the designated premises supervisor as being the responsible person to manage the premises and will have the contact details of the designated premises supervisor. The details of such person to be on prominent display outside the premises
The maximum number of persons (including staff) allowed to be on the second floor of the premises at any time shall be 400
Any outside area, which is used for the consumption of alcohol, shall cease to be so used at 22.00 hours
The portable bar for the premises will only be utilised for the retail sale of alcohol on the second floor of the premises
All alcoholic drinks will be removed from the portable bar after functions and will be stored securely
The use of the ground floor for licensable activities will be limited to occasions when bone fide functions are taking place with prior approval of the Lancashire Constabulary and local authority, these functions are to be notified to the named authorities at least 14 days prior to the event.
Operating schedule
General ~ all four licensing objectives
The applicant proposes to provide alcoholic refreshments to staff, students, former full time students who have successfully completed their course, former full time staff of at least 12 months service, visitors attending any function at the University and bona fide guests of any of the aforementioned groups. The limited class of user will reduce the interest risk of crime, accident, public nuisance and harm to children associated with licensable activities. The applicant proposes to incorporate the licensing conditions contained within the existing premises licence LAPLWA0511, a copy of which is annexed to this application.
b) The prevention of crime and disorder
The Designated Premises Supervisor and all members of staff shall ensure that all instructions and/or directions given by the Police are complied with. If required by the Police, the applicant shall provide for a person or persons registered with the Security Industry Authority to manage entry of persons to the premises and for keeping order in the premises, in particular when they are used for licensable activities after 01:00. In the event of door supervisors being required, those door supervisors will be equipped with an appropriate method of keeping an accurate record of capacity levels and will be positioned at each entrance/exit to ensure that no customer leaves with any bottles and glasses. The DPS will maintain a daily record of the start and finish time of each door supervisor. The door supervisor will record their SIA badge number and will sign and print their name in a legible form at the beginning and end of each tour of duty. The record shall be kept securely on the premises for at least 6 months and will be produced on request to the police or other authorised person.
Any persons who looks or appears to be under the age of 18 shall be asked to provide identification that they are over the age of 18. The following are the only acceptable forms of identification: UK photo driving licence, passport, PASS card (proof of age standards scheme), student library ID card. The applicant proposes that only students, staff and bona fide guests are set out in Section P(a) above, would be served at the bar.
c) Public safety
There shall be maintained on the premises an adequate and appropriate supply of first aid equipment and materials.
d) The prevention of public nuisance
The applicant will ensure that doors and windows remain shut to prevent the escape of noise and any nuisance caused by vibration.
e) The protection of children from harm
The applicant proposes that any children under the age of 14 on the premises are to be accompanied by an adult. The applicant also subscribes to the government initiative “Every Child Matters” to protect and advance the interests and welfare of children. The applicant also has trained child protection officers on campus to deal with any issues of concern relating to children, all of which the applicant submits seek to further the licensing objective of protecting children from harm.
