Offered Conditions
There will be no adult entertainment services, activities, other entertainment or matters ancillary to the use of the premises that may give rise to concern in respect of children
a) General-all four licensing objectives(b,c,d,e)
Theatrical and musical events at the castle will operate in the evenings (with an occasional matinee) and usually only for a period of several days together at infrequent intervals throughout the year. All events will be ticketed and no one under the age of fifteen will be allowed on the premises unless accompanied by a responsible adult. Alcohol will never been sold to anyone under the age of eighteen. The only alcohol sold will be during performance intervals and will be wine and beer/ lager not spirits.
There will always be an adequate number of staff on duty to ensure the safety and well being of patrons. These same staff will ensure that all patrons leave the building safely at the end of the evening.
The location of the castle means that noise pollution and public disturbance will be kept to the absolute minimum, both from patrons arriving and leaving and from performances themselves.
Staff training is carried out at induction for new starters, and then continues at regular intervals thereafter. This will include a knowledge of the licensing objectives and how best to achieve them.
Close liaison with the Fire Brigade and the Police already exists and will continue to do so.
b) The prevention of crime and disorder
Alcohol sold during events will be restricted to wine and beer/lager, and will only be sold during designated intervals between acts.
During performances the main doors to the venue will remain closed, so that only those paying to attend the performances will have access to the bar.
There will always be enough staff in attendance to see customers safely on and off the premises.
The size of the venue means that the maximum audience capacity for any performance will be 120 people.
Staff will be instructed not to serve patrons who appear to be intoxicated
c) Public Safety
The Shire Hall complies with all current legislation with regard to Health and Safety, and all staff are trained in safety procedures upon induction and at regular intervals throughout the year.
The fire system is regularly tested and maintained. There is an automatic call out to the Fire Brigade should an alarm sound.
There are internal, self-closing fire doors in the main corridor and illuminated Running Man signs throughout the building.
The heating system is gas-fired and regularly maintained, and the boiler room is well away from public areas.
Legionella testing is carried out at the designated intervals.
Emergency lighting is installed throughout the building, with battery back-ups should main power fail. The system is tested monthly and serviced at regular intervals.
Where allowed, internal steps are white lined.
Fire safety instructions are announced at the start of each performance, and staff dedicated to act as fire marshals will be in attendance throughout all events.
The venue is situated well away from public roads and the car park benefits from the floodlighting that exists around the building.
The castle is covered by CCTV.
d) The prevention of public nuisance
Most events will be over by 23:00. The car parking area is well away from private dwellings, but a sign will be displayed requesting consideration for those people who live in the area when patrons leave the venue.
Staff will be on hand to ensure that this is complied with.
The thickness of walls means that very little noise escapes during performances, thus causing negligible disturbance to anyone passing the building and none to nearby residential dwellings.
The small audience means that the likelihood of disturbance is greatly reduced.
e)The protection of children from harm
No one under the age of fifteen will be allowed into events unless accompanied by a responsible adult.
No alcohol will ever be sold to anyone under the age of eighteen.
Notices will be posted to reflect this and staff will be trained to ensure that this is complied with.
Proof of identity will be required where there is doubt about an individual’s age.
