Offered Conditions
1. The provision of off-sales to terminate at 23:00 hours
2. The designated premises supervisor shall have at least 2 year’s experience of managing similar premises with a similar capacity and with a similar terminal hour
3. A personal licence holder shall normally be on the premises at all times during which intoxicating liquor is being sold or supplied to customers or consumed by customers, except in the case of an emergency
4. Whenever the designated premises supervisor is not at the premises another personal licence holder will be nominated by the designated premises supervisor as being the responsible person to manage the premises and will have the contact details of the designated premises supervisor. The details of such person to be on prominent display outside the premises
5. A minimum number of 2 members of door staff registered with the SIA will be on duty from 21.00 hours for the first 100 customers and thereafter one for every 200 or part thereof
6. Two door supervisors registered with the SIA will remain outside the premises until at least 15 minutes after the last customer has left the premises
7. Door supervisors registered with SIA shall be equipped with an appropriate method of keeping an accurate record of the capacity levels, including any separate capacity levels for individual rooms or levels
8. Door supervisors shall be positioned at each entrance/exit (other than fire only exits) to ensure that no customer leaves with any bottles or glasses or food any container/or wrapper
9. Door supervisors will patrol the queue to the premises as necessary but no less than once every 15 minutes to ensure that customers who are drunk or who have acted in a disorderly manner, or have behaved in such a way as to cause a public nuisance or disturbance, are prevented from entering the premises
10. The designated premises supervisor will maintain a daily record comprising of the start time and finish time of each door supervisor. The door supervisor will record their SIA badge number and will sign and print their name in a legible form at the beginning and end of each tour of duty. The record shall be kept securely on the premises for at least 6 months and shall be produced on request to the police or other authorised person
11. To maintain and operate a CCTV system, which complies with the minimum requirements, expected of the Lancashire Constabulary and shall record during all hours that a licensable activity takes place on the premises
12. Any person who looks or appears to be under the age of 21 shall be asked to provide identification that they are over the age of 18. The following are the only forms of identification acceptable: UK photo driving licence; Passport; PASS card (proof of age standards scheme)
13. The maximum number of persons (including staff) allowed to be on premises at any time shall be 550 or as agreed by the fire authority and/or building control
14. Unless agreed by Lancashire Constabulary, no entry to or re-entry to the premises one hour prior to the terminal hour by members of the public or by any guests or friends of members of staff or the premises licence holder
15. The designated premises supervisor or a person nominated by them shall be a member of and regularly attend meetings of any Pubwatch scheme for the area within which the premises are located and would include registration and use of community/network radio
16. When there is live music there shall be a maximum of 5 performers
17. Any provision of hot food and/or beverages is for consumption on the premises
18. Half an hour before the before the premises is due to close, music shall be played at a significantly lower volume and tempo
19. No nuisance shall be caused by noise coming from the premises or by vibration transmitted through the structure of the premises
20. There shall be placed at all exits from the premises in a place where they can be seen and easily read by the public, (or member and their guests) notices requiring customers to leave the premises and the area quietly
21. Refuse such as bottles shall be disposed of from the premises at a time when it is not likely to cause a disturbance to residents in the vicinity of the premises
22. There may be occasional adult entertainment from which under 18s will be excluded but there will be no other adult entertainment services, activities, other entertainment or matters ancillary to the use of the premises that may give rise to concern in respect of children
23. Only beer glasses which are made of ‘toughened glass’ will be used when alcohol is being consumed on the premises.
24. Adequate arrangements to enable disabled people safe evacuation in the event of an emergency must exist.
Evacuation procedures must be made available to those using the premises.
The Fire Brigade must be called to any outbreak of fire and the details recorded.
Insofar as it is within the control of the operators, access for emergency vehicles will be kept clear.
25. The recommended practices in the Fire Risk Assessment to ensure
that escape routes are properly maintained,
guidance on flame retardance of materials
maintenance of emergency lighting
will be followed.
26. The recommended practices in the Health and Safety Risk Assessment with regards to the safety checks and the provision of first aid will be followed.
27. Free drinking water is available at the bar at all times.
28. No installations will be used unless their compliance with BS requirements has previously been confirmed by a competent person.
29. No alteration which would result in it being impossible to comply with an existing licence condition shall be made without first seeking variation of the Premises Licence to delete or amend the condition(s) in question.
30. Any special effects or mechanical installations shall be arranged and stored so as to minimise any risk to the safety of those using the premises. The following special effects will only be used on 7 days prior notice being given to the Council where consent has not previously been given
dry ice and cryogenic fog
smoke machines and fog generators
pyrotechnics including fire works
firearms
motor vehicles
lasers
explosives and highly flammable substances.
31. Noise and vibration will not be allowed to emanate from the premises so as to cause a nuisance to nearby properties.
32. Notices will be prominently displayed at all exits requesting the public to respect the needs of local residents and to leave the premises and the area quietly.
33. No rubbish including bottles will be moved, removed or placed in outside areas between 23:00 hours and 07:00 hours.
34. There shall be no use of explosives, pyrotechnics or fireworks without the written consent of the Council.
35. Flashing or particularly bright lights on or outside the premises will not be permitted to cause a nuisance to nearby properties (save insofar as they are necessary for the prevention of crime).
36. Under 18’s will not be permitted in the premises if the style of entertainment offered or operation is not conducive. This will include exclusion if adult entertainment or a strong element of gaming is proposed
