General - all four licensing objectives
All premises licences will be held by the University Governing Body as a single licensee. The Governing Body recognises its responsibilities and obligations under the Licensing Act 2003. The Governing Body will implement policies relating to operating premises controlled by the University to meet the four key objectives of the Licensing Act 2003.

The range of events eg small theatrical performances, to classical concerts or student festivals means that individual risk assessments and procedures for each event are critical to smooth and safe operations.
All staff and volunteers are briefed prior to events.
The prevention of crime and disorder
The application is for outdoor areas only and a nominated duty manager will be in place for all planned events, responsible for health and safety, running the event and compliance with the licence conditions.
During the events, suitably qualified and trained staff must be present. Where necessary stewards will be requested. Where security staff are required they will be SIA registered.
A designated Health and Safety Department is part of the university structure and is consulted on issues relating to public safety.
Detailed risk assessments will be carried out for events.
Any event that involves over 499 persons or that has a terminal hour of 22:00 hours or later, where regulated entertainment is to take place must be approved by the premises licence holder, Lancashire Constabulary, Lancaster City Council Environmental Health department and Lancashire Fire and Rescue service. The licence holder shall ensure that as part of the terms attached to any permissions to use the licensed area the organiser of the event submits to the above mentioned authorities details of the event and proposals to prevent crime and disorder, to prevent nuisance and promote public safety at the event. Such details must be provided at least 28 days before the event is due to take place unless all the authorities agree to accept a shorter period. The events will only take place if all the authorities are satisfied that the event plan will promote the licensing objectives.
Any event that involves over 499 persons or that has a terminal hour of 22:00 hours or later must have a nominated responsible person and those details including contact telephone numbers will be supplied to the responsible authorities with the event details.
Only vessels, which are made plastic or polycarbonate, will be used when alcohol is being consumed within the area of the premises licence during events that involve over 499 persons or that have a terminal hour of 22:00 hours or later.
The premises licence holder will make best endeavours to ensure that only vessels, which are made plastic or polycarbonate, will be used when alcohol is being consumed within the area of the premises licence during low profile events, those not exceeding 499 persons or having a terminal hour of not later then 22:00 hours.
The only events which will take place within the premises licence area will be organised by the Lancaster University Management or Lancaster University Students Union or bona-fide associates of those organisations
Public safety
A health and safety risk assessment shall be undertaken prior to the event and measures put in
place to reduce any such risk as far as is reasonably practicable.
Risk assessments and public liability insurance are required for all events. Appropriate provision
of first aid will be made. Emergency action plans will be agreed in advance for all events. All
third party (non-university) operators will be required to operate to all appropriate codes of
practice and will be monitored by the University.
Where crowd barriers are used to restrict capacity safety/emergency exit checks are undertaken
before the public are admitted to the area and records are kept.
A named Responsible Person will be on duty for each public event.
Organisers of activities using the space are made aware of their obligations under Health &
Safety requirements.
The prevention of public nuisance
The premises are a self-contained university campus and subject to prescribed guidelines.
No alcohol is permitted for sale by this licence. We will have close liaison with Lancashire Constabulary, Lancaster City Council Environmental Health department and Lancashire Fire and Rescue service in advance of major events.
Where amplified sound is used, noise limiters will be in place from 21:00 under the control of the responsible person.
Consideration will be given to how light under the control of the organiser can be provided such that it causes a minimum nuisance to nearby premises.
No nuisance shall be caused by noise coming from the premises or by vibration transmitted through the structure of the premises
The premises licence holder or his representative shall conduct regular assessments of the noise coming from the premises on every occasion the premises are used for regulated entertainment and shall take steps to reduce the level of noise where it is likely to cause a disturbance to local residents. A written record shall be made of those assessments in a log book kept for that purpose and shall include, the time and date of the checks, the person making them and the results including any remedial action
Where amplified sound is used, noise limiters will be in place from 21.00 hours under control of the responsible person. Settings of noise limiters to be agreed with the head of health & Strategic Housing before events commence. No nuisance from light under control of the organiser to be caused to nearby premises.
The protection of children from harm
The University has established policy and practice to Safeguard young people from harm. Where appropriate this included CRB clearance for staff and volunteers. Private operators will be asked to demonstrate how they will achieve adequate protection for children.
Full information is provided at the ticket purchase stage, and on the night of the event, if a show contains material of an adult or sexual nature. Tickets are not sold to those under 18 if the content is deemed inappropriate.
