Conditions consistent with operationg schedule:
A documented Challenge 25 scheme will be operated at the premises. The Challenge 25 scheme shall be actively promoted and advertised at the premises and will ensure that any person purchasing alcohol, who appears to be under 25 years of age, shall be asked to provide acceptable identification to prove that they are 18 years of age or over. Failure to supply such identification will result in no sale or supply of alcohol to that person.
The Proof of Age Standards Scheme (PASS) will be actively promoted at the premises by the display of Challenge 25 posters bearing the PASS logo.
A PASS accredited holographic proof of age card will be the main identification document accepted at the premises as proof of age. A PASS card must be accepted as proof of age if a purchaser possesses one. Where a purchaser does not possess a PASS accredited proof of age card, only the following alternative forms of alternative identification will be acceptable:
(a) Photo driving licence
(b) Passport or
(c) Her Majesty’s Forces Warrant Card
An incident book will be maintained in which there will be recorded:
· All incidents of crime and disorder
· Refused sales to suspected under-age and drunken persons.
· A record of any person asked to leave the premises.
· Details of occasions on which the police are called to the premises.
· A record of persons searched on suspicion that drugs are being carried and the reason for such suspicion.
The book will be available for inspection by a police officer or authorised person on demand.
All staff involved with the provision of alcohol will successfully complete training in age related products prior to operating a till. Refresher training will also be successfully completed not more than every 6 months, this will be fully documented and be available for inspection to police officers or other authorised persons.
Prevention Crime/Disorder:
CCTV equipment shall be installed and be maintained in good working order in accordance with the manufacturer's instructions. Training should be provided for staff members in the usage of the CCTV equipment. CCTV footage recorded must, as a minimum, cover each entry/exit point of the premises and be recording at all times when the premises is conducting licensable activities.
The images recorded by the CCTV system shall be retained in unedited form for a period of not less than 30 days.
The Data Controller will make footage available within a reasonable time to a Police Constable or Authorised Officer, where such request is made in accordance with and which satisfies the Data Protection Act 1998.
All private bookings should be risk assessed by management. Payment should be via card only with full details taken at point of booking. Records of the booking should be kept and any concerns passed to Police Licensing. These records should be available for inspection by Police or any other responsible authority.
Any bookings, events etc where large numbers expected (large numbers being in excess of what the DPS usually expects on any given day of trading) then the DPS is requested to email Police Licensing. Management are welcome to contact Police Licensing for any advice on these matters.
No persons under the age of 18 shall be employed on the premises in relation to the selling of alcohol.
No person under the age of 21 will be allowed to organise or book a private function at the premises.
A Drugs Policy must be in place at the premises and positive action taken when drugs are found. Appropriate signage must be on display and all incidents reported to Police. Frequent checks of the toilets must be undertaken to check for any drug use.
Door Staff requirements:
The applicant has applied for the premises licence until 2am daily (except Sunday 10.30pm) but has stated most evenings only open until 10.30pm daily. The 2am licence to cover functions etc. Therefore on Friday and Saturday evenings where the premises is trading until 2am there shall be 2 x SIA Door Staff on duty from 2000 hours to close.
A written record shall be kept on the premises by the Designated Premises Supervisor of every person employed on the premises as a door supervisor in a register kept for that purpose. That record shall contain the following details:-
1 the door supervisor's name, date of birth and home address
2 his/her Security Industry Authority licence number
3 the time and date he/she starts and finishes duty
4 the time of any breaks taken whilst on duty
Any other requirement for SIA Door Staff to be done on a risk assessment basis such as:
Music Festivals, St Patrick’s Day, Bank Holidays, last Friday before Christmas known as ‘Black Eye Friday’, Any showing of major sporting events including Boxing, Football (World Cup, European Championships, Premier League), Wrestling etc,
Where there is information from Police where security is needed such as a wake, funeral or high tensions in the area and community.
The manager in charge must risk assess these events and have in place sufficient SIA door staff cover to manage the premises and ensure the Licensing Objectives are being promoted.

In the outside licensed area:
5 Drinks will only be served in vessels made from polycarbonate, plastic or another non-glass alternative. All glass bottles must be decanted into such a vessel prior to being given to the public.
6 There will be no vertical drinking in the outside seated area.
7 No persons to be sat on railings, street furniture, on the floor etc.
8 No inappropriate dress ie bare chests
9 No large groups chanting - all behaviour to be monitored by DPS & staff.
10 CCTV will cover the area
11 The premises will work with Police when given specific direction as to potential for Public Order - if such an incident takes place or is likely to take place.
CCTV will be installed in the bar area. I will lianse with pub watch for people whom are band from the licensed premises. The Designated Premises Supervisor (DPS) shall carry out reviews of security incidents at the premises. Such reviews shall be documented and conducted at least monthly and include details of any remidial action identified and implemented. Copies of the security reviewed and made available upon inspection by responsible authority, Police officer or authorised officer. All licence conditions will be adhered to.
The hall has a maximum capacity of 250. We predict the bar area to have a maximum capacity of 50. We would control the amount of people flow from the hall to the bar when an event is taking place. When at capacity a one out one in policy will be adapted as required. Operating Schedules would ensure fire exits are operational and clear exit paths. Emergency evacuation procedure will be in safety plan and all staff will be familar and trained. #
Consideration to nearby people living close, sound levels would be metered and restricted after 23.00 on all events.
Car parking would be encouraged on the rear car park and guests requested not to blaock street parking or driveways. On late events "PLEASE RESPECT OUR NEIGHBOURS, and leave in a quiet manor". Having communicated with the neighbouring prperty, I will relocate the propsed smoking area from the rear of the property to the front of property, at his request. Any person who appears to be intoxicated or who is behaving in a disorderly manner shall not be allowed entry to the premises.
I would like this to be a community used Bar and Hall, where children are permitted into the bar area with parents up 21.00. I would encourage the presence of Children and would provide a safe play area indoors away from the bar area for them. Also there is a large outdoor area play area oppisite the village hall. The DPS shakll ensure that adequate arrangements, including transport, are implemented for ensuring the wellbeing of children at the conclusion of any regulated enetertainment under the license.
