Conditions Consistent with the Operating Schedule
Protecting Children from Harm
(1) Introduce and uphold a ‘challenge 21’ policy in relation to the supply of alcohol
(2) Introduce written ‘age awareness’ training for all members of staff concerned in the supply of alcohol. This training must be kept and made available for inspection by Police or other authority
(3) Introduce written ‘age awareness’ refresher training for all members of staff. A record must be kept of this refresher training and made available for inspection by Police or other authority
(4) Acceptable forms of proof of age are only: Photocard Driving Licence, Passport or PASS certified identification card
(5) There must be in place a system for staff to record refusals of sales due to age
(6) No person under the age of 16yrs is permitted to enter the premises after 2200hrs daily
(7) No films or videos of any description will be shown so that it can be viewed by persons under the age of any applicable BBFC / Local authority certification
Prevention of Crime and Disorder
(1) There must be in place a series of CCTV cameras, that are recording at all times that licensable activities are taking place. There must be at least one camera covering the following areas: The main bar service area, all customer entrances and exits, the main bar area accessible by customers, both outside ‘terrace’ areas and finally the main car park area
(2) CCTV must be kept for at least 14days and be in such a format to produce ‘good’ quality images
(3) There must be a member of staff on duty daily who is trained in working the CCTV system, if required to do so, or alternatively be in a position to obtain CCTV, if required to do so in a reasonable time, upon request by police
(4) Alcohol and other drinks may not be removed from the premises in opern containers save for consumption in external areas provided for that purpose.
(5) No customers carrying opened bottles upon entry shall be admitted to premises at anytime the premises is open to the public.
‘Match Day’ specific Prevention of Crime and Disorder
(1) When Morecambe Football Club are competing in an Association football match, in which one or both of the participating teams represents a club which is for the time being a member (whether a full or associate member) of
the Football League,
the Football Association Premier League,
the Football Conference National Division,
the Scottish Football League or
the Welsh Premier League, or whose home ground is for the time being situated outside England and Wales
represents a country or territory
and the game has been designated Category A, B, C or CIR
in the event that the football match has been given the CS state (Club steward only, non-police), SIA will be at the discretion of management
the premises will have in place at least two security officers, registered with the SIA, on duty at least 1hr prior to any advertised start time for the match and will remain on duty until at least one after the conclusion of the match
(2) Upon a reasonable request, based on intelligence relating to serious crime and disorder by the senior police officer on duty on ‘match day’ (Ground Commander), the premises will cease to supply alcohol to non-diners, 30mins prior to any advertised ‘kick off’ time
(3) The premises will comply with any reasonable request, based on intelligence linked to serious crime and disorder to suspend licensing activities in relation to non-diners when requested to do so by the senior police officer on duty on ‘match day’.
(4) The premises will not permit bottles or glassware to be taken from the inside of the premises at least 1hour prior to any advertised ‘kick off’ time and will repeat the same for 1hour after the end of any match taking place at the Globe arena
(5) The terrace area facing Westgate will not be permitted to be used in any capacity at least 1hour prior to any advertised ‘kick off’ time or for 1hour after the conclusion of any match taking place at the Globe arena, when requested by the senior officer on duty and must be linked to serious crime and disorder intelligence
‘Event’ specific conditions for Prevention of Crime and Disorder
(1) At a time when the Globe arena has a major event pre-planned other than that of designated football, the premises will carry out a risk assessment at least seven days prior to the event, in consultation with Police, that will include the use of outside areas, the restriction on use of glassware/bottles and the employment of SIA door security.
(2) The premises will comply with any necessary request required to promote the crime and disorder licensing act objective made by police prior to and during any event taking place at the Globe arena, other than that of a designated football match .
Public Safety
Risk assesments to be taken in respect of public safety
Prevention of Public Nuisance
There shall be placed at all exits (excluding fire exits) from the premises in a place where they can be seen and easily read by the public, (or member and their guests) notices requiring customers to leave the premises and the area quietly.
The Licence holder shall ensure that a sound insulation assessment of the premises has taken place to prevent noise and vibration in order to prevent nuisance to nearby premises.
The windows of the premises must be double glazed
