1 The designated premises supervisor shall wherever possible have at least two years experience of managing similar premises with a similar capacity and with a similar terminal hour
2 A personal licence holder shall be on the premises at all times during which alcohol is being sold or supplied to customers or consumed by customers except in the case of an emergency
3 Whenever the designated premises supervisor is not at the premises another personal licence holder will be nominated by the designated premises supervisor as being the responsible person to manage the premises and will have the contact details of the designated premises supervisor. The details of such person to be on prominent display outside the premises
4 Whenever there is to be the sale or supply of alcohol or the provision of regulated entertainment after 01.00 hours the following day then a minimum number of 2 members of door staff registered with the SIA will be on duty from 21.00 hours for the first 100 customers and thereafter one for every 100 or part thereof i.e. if door staff registered with the SIA are not on duty by 21.00 hours at the latest then the sale or supply of alcohol and the provision of regulated entertainment will cease at 01.00 hours the following day at the latest
5 Four door supervisors registered with the SIA will remain outside the premises until at least 15 minutes after the last customer has left the premises
6 Door supervisors registered with SIA shall be equipped with an appropriate method of keeping an accurate record of the capacity levels, including any separate capacity levels for individual rooms or levels
7 Door Supervisors shall be positioned at each entrance/exit (other than fire only exits) to ensure that no customer leaves with any bottles or glasses
8 Door supervisors will patrol the queue to the premises as necessary but no less than once every 5 minutes to ensure that customers who are drunk or who have acted in a disorderly manner, or have behaved in such a way as to cause a public nuisance or disturbance, are prevented from entering the premises
9 The designated premises supervisor will maintain a daily record comprising of the following: - Start time and finish time of each door supervisor. The door supervisor will record their SIA badge number and will sign and print their name in a legible form at the beginning and end of each tour of duty. The record shall be kept securely on the premises for at least 6 months and shall be produced on request to the police or other authorised person
10 Serious consideration will be given to any crime prevention survey and a risk assessment will be produced to justify any item of non-compliance
11 To install, maintain and operate a CCTV system which complies with the minimum requirements expected of the Lancashire Constabulary and shall record during all hours that a licensable activity takes place on the premises
12 A dispersal policy which is agreed by the police to be implemented at all times
13 Any person who looks or appears to be under the age of 18 shall be asked to provide identification that they are over the age of 18. The following are the only forms of identification acceptable: UK photo driving licence; Passport; PASS card (proof of age standards scheme)
14 The maximum number of persons (including staff) allowed to be on premises at any time shall be 1100
15 No entry to or re-entry to the premises one hour prior to the terminal hour by members of the public or by any guests or friends of members of staff or the premises licence holder
16 The premises licence holder and/or the designated premises supervisor or a person nominated by them shall be a member of and regularly attend meetings of any Pubwatch scheme for the area within which the premises are located and would include registration and use of community/network radio
17 The premises licence holder will provide to the police a drugs policy for the premises which shall as a minimum contain all of the best practices outlined in the guidance published by the Home Office and the London Drug Policy Forum ‘Safer Clubbing’
18 Free drinking water to be made available at all times from the bar
19 Door supervisors and other members of staff to request customers to leave quietly and have respect for their residential neighbours
20 No nuisance shall be caused by noise coming from the premises or by vibration transmitted through the structure of the premises
21 Save for main doors when being used for customer admission and exiting and those to the external area, all external doors and windows shall be kept closed when regulated entertainment is being provided except in the event of an emergency
22 The premises licence holder or his representative shall conduct regular assessments of the noise coming from the premises on every occasion the premises are used for regulated entertainment and shall take steps to reduce the level of noise where it is likely to cause a disturbance to local residents. A written record shall be made of those assessments in a log book kept for that purpose and shall include, the time and date of the checks, the person making them and the results including any remedial action
23 There is an automatic noise-limiting device in the main room, this will be utilised as a condition. The smaller room does not have an automatic noise-limiting device but one will be installed should it be deemed necessary following consultation between venue management and officers from the Lancaster City Council Noise Protection Team. The premises licence holder or his representative shall conduct regular assessments of the noise coming from the premises on every occasion the premises are used for regulated entertainment and shall take steps to reduce the level of noise where it is likely to cause a disturbance to local residents. A written record shall be made of those assessments in a log book kept for that purpose and shall include, the time and date of the checks, the person making them and the results including any remedial action
24 One member of door staff to remain on the terrace area at all times whilst the premises is open for licensable activity
25 No bottles, glasses or drinks to be taken onto the terrace area at any time, whilst the premises is open for licensable activity
26 No amplified music to be played on the smoking terrace
27 Double doors opening to smoking terrace to be fitted with self-closers and not fixed open
28 Vertical balustrade to be used in place of horizontal in respect of the balcony with a toe board at ground level
29. There will be no adult entertainment services, activities other entertainment or matters ancillary to the use of the premises that may give rise to concern in respect of children.
Operating Schedule
General - all four licensing objectives (b,c,d,e) (please read guidance note 9)
29 This venue will continue to train its staff required by relevant legislation;
30 The style and operation of the venue will not differ significantly during the extended hours. The additional hours sought will, of themselves, promote the licensing objectives as stated in paragraph 3.29 of the guidance, in allowing customers to emerge from the premises at a more gradual rate.
31 This venue will continue to comply with all of the conditions on the justices licence, public entertainment licences and other licences in force for the additional hours (in so far that they are not being varied by this application). The Public Entertainment Licence guidelines are specific to this venue, its location and style of operation. The venue has an established capacity.
The prevention of crime and disorder
32 If a DJ is used on any night then he/she will ask customers to leave quietly.
33 The current level of lighting outside the premises will continue for the additional hours of trading.
34 The existing CCTV system will continue to operate during the additional hours of trading;
35 Notices stating that CCTV is in operation 24 hours a day will be displayed throughout the venue.
36 Any person who appears to be intoxicated or who is behaving disorderly will not be allowed entry to the venue. Any person within this venue who appears to be intoxicated or who is behaving disorderly will be given care and consideration in leaving the venue.
37 The venue will actively participate in the local Pubwatch or equivalent scheme;
38 Where already used text/radio pagers will continue to be used for the additional hours of trading and will be monitored by a responsible member of staff;
39 Toughened glass will continue to be used during additional hours of trading.
40 This venue will only accept photographic driving licences, passport or in agreement with the police a form of identification with the PASS hologram;
41 Music and dancing will continue to be a prominent feature of trading.
Public safety
42 This venue takes its obligations under existing legislation seriously. The nature and operation of the venue will not alter during the additional hours.
43 Free drinking water will be available at all times;
44 A person trained in first aid will be at the venue who will have received training in any problems associated with alcohol and drug misuse.
45 A qualified first aider shall be present throughout any sporting entertainment involving boxing, wrestling, judo, karate or sport of a similar nature.
46 Where a ring is used it will be constructed by a competent person and shall be inspected by a competent authority before use and any material used to form the skirt of the ring shall be fire retardant.
47 The seating layout shall be agreed with the appropriate authorities.

51 Notices displaying that CCTV is in operation 24 hours a day will be displayed throughout the venue.
52 Reasonable steps will be taken to recognise the need of local residents and businesses.
The protection of children from harm
1 A person under the age of 18 will only visit the venue with a responsible adult usually for the purpose of dining unless there is an event especially organised for the youth market. Unaccompanied persons under the age of 18 are not welcome in the venue except at events especially organised for the youth market.
2 A person under 18 years will not be allowed to use any AWP machine.
3 The venue intends to have specially organised events for the youth market when the venue will adhere to the following attached documentation:-
4 Admission policy;
5 General Policies Statement;
6 Code of Conduct for Staff Statement and
7 Child Protection Policy.
4. ADMISSION POLICY
Ukclubculture or other named event is an entertainment event for persons aged between 13 and 17 years old only (or other designated range).
This will be an event opposed to the use of alcohol by persons in this age group and which opposes the use of illegal drugs within our society.
Upon admission supervisors will vet and search each person who wishes to gain admission.
If stewards have any doubt regarding the age of a customer or believes they may have used alcohol or an illegal substance they will not admit that person to the venue.
Any drink, weapon or illegal substance will be confiscated.
Dress policy is cool, funky and fresh. If the venue have any special dress code requirements this will be plainly publicised.
MANAGEMENT RESERVE THE RIGHT TO REFUSE ADMISSION
5. GENERAL POLICIES
As part of our commitment to offering quality entertainment to 13-17 year olds (or other designated age group) in a safe and friendly environment we take the following steps: -
Ensure that soft drinks are on sale only
No alcohol branding whatsoever is displayed and all bars have alcohol drinks removed for this event.
Cigarette machines are disabled, turned round and smoking is discouraged.
All gaming machines are switched off and turned round for the duration of an ukclubculture event.
All venues inform the police that they are operating the event.
Our security staff are mature and sensible. Door supervisors will be holders of an SIA Licence. Events are stewarded by male and female staff who will provide a safe and secure environment.
Each venue provides First Aiders and has a designated First Aid area.
All venues display a search policy upon entrance to the venue. Searches on the door take place primarily for weapons, alcohol and illegal substances. Any persons that refuse to be searched are not permitted entrance to the events. All legalities surrounding searching teenagers are strictly adhered to.
Should we ask any person to leave a youth event for inappropriate behaviour or refuse entry our Events Liaison Officer will be advised and take every possible step to ensure that such persons are supervised by venues’ staff until parents/ guardians are telephoned and arrive to collect them.
The age policy is strictly 13-17 (or other designated age group). Any person wishing to gain entrance who does not look of age or who looks over age is asked to produce ID.
Other than persons within a legitimate employ or supervisors, we do not permit any person over the age of 18 to our events although we are committed to liaising openly with parents and carers.
6. CODE OF CONDUCT FOR STAFF
Should a difficulty occur with any customer staff will adhere to these rules:
Only use physical contact if absolutely necessary
Avoid being alone with a young person at all times.
Treat all young people with respect and dignity.
Ensure that their welfare and safety is paramount at all times.
Always act in a professional way.
Not accept bullying, swearing or other disruptive behaviour from any customer.
Liaise openly with parents and carers.
Listen to, and act upon, any allegations or concerns brought to us by young people attending our events.
On every occasion our event Liaison Officer will be advised and asked to be present.
Ensure events are fun and enjoyable.
7. CHILD PROTECTION POLICY
We recognise that the welfare of young persons who attend our events is paramount and that we have a duty of care.
We will do everything we can to provide a caring environment in order for young people to be able to enjoy the entertainment we offer and be safe at our events.
We will:
Treat all young people with respect
We will have at our events a designated manager with child protection responsibilities, called the Events Liaison Officer.
All adults in our organisation are expected to share any concerns about the welfare of a child/young person with the designated manager who has child protection responsibilities.
Our Events Liaison Officer Is Responsible For:
Arranging training for all staff.
Monitoring and recording concerns.
Making referrals to authorities in case of any complaint without delay.
