Conditions consistent with the Operating Schedule
1. A personal licence holder shall be on the premises at all times during which intoxicating liquor is being sold or consumed by customers, except in the case of an emergency.
2. When the Designated Premises Supervisor (DPS) is not at the premises, a responsible person will be nominated by the DPS to manage the premises and will have contact details of the DPS.
3. The details of the DPS to be on prominent display outside the premises.
Prevention of crime and disorder
1. A suitable CCTV system will be maintained and operating on the premises at all times when licensable activities are being carried out.
2. The siting and standard of the CCTV system will be agreed with Lancaster Police.
3. CCTV footage will be retained for a period of 30 days and made available upon request from the Responsible Authorities.
4. SIA registered door staff will be on duty at the premises at the rate of 2 for the first 100 customers and a further 1 for every 100 additional customers or part thereof. If the premises is to trade past 04:00 then an additional SIA registered member of door staff will be on duty from that time, irrspective of numbers of customers.
Door supervisors will be equipped with an appropriate method for recording numbers of customers on the premises.
5. A daily register will contain consecutively numbered pages, the full name and registration number of each person on duty, the employer of that person and the date and time he/she commenced work.
6. The daily register will be retained for a period of twelve months from the date of the last entry.
7. Notices will be displayed at the entrance to the premises which state:
(a) A search may be conducted as a condition of entrance.
(b) Patrons who appear to be under the age of 25 years old will be asked for photo ID.
8. The Premises Licence Holder and/or the DPS or a person nominated by them shall be a member of and regularly attend meetings of any Pubwatch scheme for the area in which the premises is located and sign up to the community network radio.
9. Any person who looks or appears to be under 25 shall be asked to provide identification to prove that they are over the age of 18. The following are the only forms of ID acceptable:
UK Photo Driving Licence
Passport
PASS Card
Armed Forces ID card
10. Drinks, open bottles and glasses will not be taken from the premises at any time. Empty bottles and glasses will be collected regularly and promptly. Glass and sharp objects will be stored and disposed of using suitable receptacles. The receptacles will be secured and not accessible to the public.
11. Notices will be prominently displayed informing patrons that open bottles and glasses may not be removed from the premises.
12. Toughened glass will be used in all possible circumstances.
13. The DPS or nominated responsible person will ensure that patrons who commit acts of anti social behaviour are removed from the premises. Such patrons will be excluded from the premises should further incidents occur.
14. The DPS or nominated responsible person will operate a dispersal policy which ensures the safe and gradual dispersal of patrons from the premises.
Public safety
The premises will adhere to the Regulatory Reform (Fire Safety) Order 2005.
Prevention of public nuisance
1. There will be no external loud speakers.
2. Empty bottles will be stored in suitable receptacles immediately outside the premises prior to collection. Receptacles will be used in a manner to minimise noise disturbance to adjoining properties. Bottles will not be placed in external receptacles after 23:00 hours.
3. Deliveries, collections of refuse and bottles and operational servicing will be carried out to minimise disturbance to adjoining premises. Deliveries will be carried out between 07:00 hours and 19:00 hours except where unavoidable.
4.The DPS or nominated responsible person will ensure that all doors and windows are to be kept closed at all times regulated entertainment is taking place, in order to prevent the escape of noise from the building, except in the case of an emergency.
5. The premises will be operated in a manner which will prevent unwanted odours causing nuisance to persons in the immediate area or nearby properties.
6. The premises will operate a suitable ventilation and extracton system. The system will be cleaned and maintained to the manufacturers instructions to prevent unwanted odours occurring.
7. The licensed premises will store and dispose of business waste correctly and legally. The DPS or nominated responsible person will ensure that waste is prevented from seeping or spilling from the storage place.
8. The DPS or nominated responsible person will ensure all materials used to promote or market the premises are displayed lawfully and take all reasonable steps to ensure that activities promoting or publicising the premises do not cause littering.
9. Clear and legible notices will be displayed at exits requesting all patrons leaving the premises to have regard to the needs of local residents.
10. SIA registered door staff employed at the premises will be utilised, following a risk assessment, to manage the areas where queues are likely to form and to ensure queues are restricted to cordoned areas in order to prevent obstruction of footpaths and spilling out onto roads.
11. The DPS or nominated responsible person will monitor the activity of patrons leaving the premises and remind them of their public responsibilities where necessary.
Protection of children from harm
1. Persons under 18 years of age will not generally be admitted to the premises. In the event of a private party for under 18's, all alcohol will be covered up from display.
2. Should a booking be received for a private party where a large proportion or the majority of attendees are likely to be under 18 years old, such as an 18th birthday or 6th form party, then police must be notified at least 2 weeks in advance of the proposed booking date.
3. Signs will be in place informing patrons that sales of alcohol will not be made to persons under 18 years of age and that age identification may be required.
4. All staff will be trained in their responsibilities relating to the prevention of underage drinking.
5. The DPS or nominated responsible person will provide clear signage in the event that entertainment of an adult nature is occurring, which is not suitable for persons under 18 years of age.
