Conditions consistent with operating schedule
1. The Designated Premises Supervisor and all members of staff shall ensure that all lawful instructions and /or directions given by the Police are complied with.
2. The event is a partnership event with Lancaster City Council (Premises Owner) and Highest Point (Premises Licence Holder)
3. Each bar on site will be managed by a personal licence holder under the site DPS.
4. Each bar will have a Refusals Log readily available for inspection.
5. CCTV equipment shall be maintained in good working order in accordance with the manufacturer's instructions. Training should be provided for staff members in the usage of the CCTV equipment. This will enable staff to assist officers should they request information to be provided from the system. CCTV footage recorded must cover the bar areas and each entry/exit. Images shall be retained in unedited form for not less than 21 days.
6. Access to the evening events will be ticket only.
7. The Police Licensing Department and the Police Events and Planning Officer shall be notified of the dates of each event every year within 3 months of the date of the event taking place.
8. A full risk assessment/plan of the event is to be provided to Police and all other Responsible Authorities at least 2 months before the event. This shall include:

· Licensing objectives - Measures to address the Licensing Objectives
· Organisational Structure, Roles & Responsibilities
· Crowd Management Plan including plans for access, egress, dispersal and evacuation
· Security and Stewarding Plan
· Alcohol Management Plan
· Crime Reduction Plan
· Capacity
· Fire Safety
· Cleansing
· Waste Management Plan including litter collection
· Communication
· Site Safety Plan including Safety Plan
· Sanitary Facilities
· Medical and First Aid facilities
· Concessions
· Management of Bars and sale of alcohol
· Power and electrical installations
· Incident and Emergency Plans including Major Incident Plan
· Transport Plan including Traffic Management Plan
· Sound Assessment and Noise Management Plan
· Provision of drinking water
· Facilities for disabled persons
· Welfare and Lost/Found Children Plan
· Drugs policy
9. The organiser must attend at least one ESAG meeting prior to the event.
10. The organiser will produce a detailed, scaled draft site plan which will include all entrances and emergency exists, first aid and welfare points, fire points, bar areas, food areas, staging & structures and sanitary provision.
11. The organiser will hold both public and employers liability insurance.
12. The maximum number of people at the evening events will be limited to 6000 to include all personnel on duty. Appropriate methods must be used to monitor numbers in attendance.
13. The licence shall only have effect for 3 consecutive days within a calender year.
Prevention of crime and disorder
14. A sufficient number of SIA security and Stewards shall be on duty throughout the event as per Risk Assessment and their plans for security and crowd management will form part of the Event Plan.
15. Clearly visible notices shall be displayed advising those attending that:
i) Alcohol may not be brought on site
ii) It is a condition of entry that customers agree to be searched
iii) The Police will be informed if anyone is found in possession of controlled substances or weapons.
iv) Any unauthorised alcohol, controlled substances, or weapons found in the possession of any person will be confiscated and handed over to Lancashire Constabulary.
16. Where there is reasonable suspicion that drugs, weapons, or unauthorised alcohol are being carried the licence holder or DPS shall ensure that outer clothing, pockets and bags of those entering the site are searched by a trained staff member of the same sex. A sterile area will be available to facilitate these searches.
17. Security staff and stewards shall be easily identifiable and have appropriate training for their duties. A register will be maintained of all stewards and security staff employed before, during and after the event containing their full names, date of birth, home address, employer, event specific identification (ie call sign) and SIA details where appropriate. These details will be made available to Lancashire Police. All stewards and security staff will be fully briefed on the relevant particulars of the event and report/take appropriate action to any suspicious activity. A two-way radio system will be used to maintain communication between event organisers and steward/security management.
18. The site shall operate a zero tolerance drugs policy. Confiscated and found drugs shall be stored, transferred and disposed in accordance with procedures detailed in the event risk assessments.
19. A drugs safe/lockable container shall be available so that any small amounts of drugs confiscated can be taken and stored safely for handover to the Police.
20. Steps should be taken to address unregulated groups of bystanders to the event.
21. The event website will be used to publish information on how best to keep themselves and their property safe, transport arrangements on offer and ‘no glass’ policy when bringing refreshments on site.
22. Appropriate and proportional arrangements will be made for fencing, barriers, gate systems, security and other provisions to prevent unauthorised access to the licensed premises and to manage entry to the premises.
Public safety
23. The use of glass containers (including bottles) shall not be permitted for the consumption of alcohol. Beverages being served in open containers shall be decanted into plastic or polycarbonate containers. The event organiser shall take appropriate measures to prevent alcohol being brought onto the premises by the public.
24. Door Supervisors shall be positioned at each entrance/exit to ensure that no customer leaves with any bottles or containers
25. The organiser will operate an Event Liaison Team (ELT) on site during the event which have frequent and regular meetings throughout to address any incidents or problems.
26. The organiser will obtain completion certificates for all temporary structures, power and water installations prior to the event opening to the public.
27. There shall be a ‘safe area’ for people taken ill/drunk with the ability to contact someone on their behalf, also a plan for ejecting patrons who are excessively drunk.
28. The organisers will employ the services of a qualified First Aid provider and a dedicated and clearly signed First Aid point will be manned at all times the event is open to the public
29. All emergency exits/entrances will be kept clear at all times.
30. A dedicated route will be indicated in the Traffic Management Plan for emergency vehicles.
31. Vehicle movement within the licensed premises will be limited to those which are essential and will be controlled to ensure safety of public and staff. Emergency Services vehicles will have full access.
Protection of children from harm
32. The organiser will create a dedicated welfare point for missing/found children which is clearly signed and manned at all times while the premises is open to the public. This point will be indicated on any public literature or map of the event.
33. There shall be in place for the premises a written policy to prevent the sale or supply of alcohol to persons under 18 years of age. That policy shall require any person who appears to be under the age of 25 years to produce a recognised proof of age card accredited under the Proof of Age Standards Scheme (PASS) or if a proof of age card is not available a photo driving licence or passport indicating that they are over 18 years of age.
34. A notice or notices shall be displayed in and at the entrance to the premises where they can be clearly seen and read and shall indicate that it is unlawful for persons under 18 to purchase alcohol or for any person to purchase alcohol on behalf of a person under 18 years of age and also that a search policy in force for the event.
35. All staff involved in selling alcohol will successfully complete training in age related products prior to an event, this will be fully documented and be available for inspection to police officers or other authorised persons.
36. As a condition of entry, all persons under the age of 18 must be accompanied by an adult.
37. The evening events will be for over 18s only.
Prevention of public nuisance
38. The licence holder and the Designated Premises Supervisor shall ensure sufficient door staff are employed at exits from the premises to remind departing patrons of the need to avoid causing nuisance or disturbance to local residents.
39. SIA/Stewards to remain on duty after an event until all crowds dispersed safely.
40. Sterile area for taxi/drop off facilities to be used with taxi marshals utilised to ensure free flow of vehicles and customers to and away from the venue.
41. The organiser will employ the services of a noise consultant and plans put in place to manage noise on site and minimise disruption to residents and other relevant parties.
42. Noise from any form of Regulated Entertainment shall not cause unreasonable disturbance within the nearest sensitive properties.
43. The volume of amplified sound used in connection with any regulated entertainment shall, at all times, be under the control of the Performer / Entertainer.
44. Local residents will be able to contact the organisers via a ‘hotline’ on event days for information or concerns about public nuisance. The ‘hotline’ number will be circulated to residents in advance of the event.
45. Frequent collection of containers and bottles shall be undertaken to ensure that empty containers do not accumulate within the licensed area.
