Offered Conditions
Members of the public will not be admitted to the premises to buy alcohol.
Sales will take place online through a website and all orders will be delivered.
Payment will not be taken at any property where orders are being delivered to, i.e. there will be no cash transactions ‘at the door’ and no direct sales from the delivery vehicle. Payment will be made by customers by card (debit or credit) when placing the order, in advance of delivery.
A record of all transactions will be maintained. The transaction record will contain the name, address, details of the order, requested time of order and age verification measures taken at the time of each sale. This will be documented and available for inspection to Police Officers or other authorised persons.
Deliveries will be arranged so that all deliveries will be accepted by an individual at the address provided at point of sale, i.e. not left in a safe place or unsigned for. If delivered (as requested by customer) to a neighbour, the Challenge 25 policy will be operated, i.e. no alcohol will be left with persons under the age of 18. A record will be kept of the delivery including signature and full name of the individual with whom the delivery was left, and any ID will be verified and logged.
All deliveries of alcohol shall be to a premises address with a valid postcode i.e. not just to a street corner or public place.
The delivery vehicle will only hold items which are out of delivery at that particular time. No surplus/additional stock will be conveyed in the delivery vehicle at any time when deliveries are being made.
No signage will be displayed to indicate that a business operates from the premise or what the premise stores.
The premise will have adequate security provisions to protect it when closed and empty.
The premise website homepage will clearly state alcohol sales shall only be made to persons aged 18 and over and the Challenge 25 policy promoted. A comprehensive log of all sales including what age verification measures were taken at the point of sale will be kept.
No alcohol will be delivered to any person intoxicated. If the driver believes the recipient to be intoxicated, the items will be returned and further arrangements will be made for either a refund or redelivery at another more appropriate time.
Delivery drivers shall be instructed to enter and leave their vehicles quietly and considerately, not to leave engines running, to park considerately, and at all times to have in mind the neighbours and in particular residential occupiers. Deliveries to be made at reasonable times.
The business will operate from the premise cellar, and will not impact on the public.
All items out for delivery will be packaged appropriately to prevent accidents occurring. Items will be stacked securely in the delivery vehicle to ensure that breakages do not occur. All doors will be locked when in transit, and also when a delivery is being made.
A documented Challenge 25 scheme will be operated at the premises. The Challenge 25 scheme shall be actively promoted and advertised on the homepage of the website. We will ensure that any person purchasing alcohol, who appears to be under 25 years of age, shall be asked to provide acceptable identification to prove that they are 18 years of age or over. Failure to supply such identification will result in no sale or supply of alcohol to that person.
The Proof of Age Standards Scheme (PASS) will be actively promoted and exercised at the premises by the display of Challenge 25 posters bearing the PASS logo. A PASS accredited holographic proof of age card will be the main identification document accepted at point of sale. Where the purchaser does not possess at PASS accredited proof of age card, only the following alternative forms of alternative identification will be acceptable:
(a) Photo card driving licence
(b) Passport or
(c) Her Majesty’s Forces Warrant Card
Sales made over the internet will be secured by credit or debit card and will require customers to confirm their date of birth before the transaction can go ahead. If they are under the age of 18, no sale will be made.
To utilise and fully record any refused sales or challenges made to patrons and such records be kept in an appropriate form and be made available on inspection to the police or other authorised agency. These records will be reviewed on a regular basis to see if any patterns are emerging. If they are, relevant action will be taken, e.g. contact with the police.
All staff involved with the provision of alcohol will successfully complete training in age related products prior to taking an order/making a sale. Refresher training will also be successfully completed not more than every three months, this will be fully documented and be available for inspection to police officers or other authorised persons.
No children will be permitted near the wine stores. We will develop a Health and Safety policy to keep children from harm.
