The maximum occupation allowed on these premises is 300 persons.
The licence and conditions should be clearly displayed within the premises.
Locks and bolts (other than of the panic action type) fitted to the external and internal doors on exit routes should be rendered inoperative in the open position during the whole time that the public are present on the premises.
All nosings to landings and steps to the exits, both internal and external, require maintaining so as to be conspicuous, by painting yellow or other suitable means, to provide a yellow or contrasting finish.
At least ten days notice, in writing, shall be given to the Council of any intention to install stage or platform lighting and control apparatus and the arrangements shall comply with such stipulations as the Council may consider necessary in any particular case. The work of installation shall be completed at least 24 hours before the first public performance.
All electrical wiring should be protected to, and comply with approved standards for public entertainment premises as contained in the London District Surveyors Associations Model Technical Regulations for Places of Public Entertainment, the IEE Regulations and the requirements of Lancaster City Council.
Any temporary wiring or equipment for a specific function or discotheque must be under the control of a competent person who must ensure its safe erection, use, disconnection and removal after use. The name of the competent person shall be clearly displayed at the point of connection.
On each occasion of public entertainment, it is the licensee's responsibility to ensure that the maintained emergency lighting is switched on and in good order.
Application for consent for all decorations, curtains and hangings should be made to the licensing authority in writing and be unaccompanied by full details, including samples (not less than 200 x 150 mm) of the materials proposed to be used and, in the case of temporary decorations, a statement as to the period for which it is desired to retain the decorations.
All socket outlets or power supplies which are likely to be used for portable equipment shall be protected by residual current devices with a residual operating current not exceeding 30 ma and constructed to BS 4293:1983.
At all times when the public is on the premises it should be the specific duty of at least one person to call the appropriate emergency services in the event of a fire or other emergency. Such persons should know the location of the nearest telephone and the nearest alternative telephone and be familiar with the method of using the emergency telephone system. The fire brigade must be called to each and every outbreak of fire however small. The premises shall be evacuated and no person shall re-enter the building until given permission by the Fire Officer in charge.
The licensing authorities consent is required before the use of smoke, pyrotechnics or other effects is permitted on the premises. At least ten days notice prior to intended use should be given.
All portable electrical equipment, including that bought in by others, shall be tested for electrical safety at regular intervals. The date of testing shall be displayed on the equipment.
All equipment used in the area shall be appropriate to any external influences likely to be encountered.
All persons engaged in controlling the security of the premises during the time that the public are present on the premises shall be registered under the door staff registration scheme operated by the Licensing Authority.
Alterations or additions, whether permanent or temporary, to the structure, the lighting, heating or ventilation installations or to the seating, gangways or other arrangements at the premises. Shall not be made except with the prior approval of the Licensing Authority.
