1 A personal licence holder shall normally be on the premises at all times during which intoxicating liquor is being sold or supplied to customers or consumed by customers, except in the case of an emergency
2 Whenever the designated premises supervisor is not at the premises another personal licence holder will be nominated by the designated premises supervisor as being the responsible person to manage the premises and will have the contact details of the designated premises supervisor. The details of such person to be on prominent display outside the premises
3 Any person who looks or appears to be under the age of 18 shall be asked to provide identification that they are over the age of 18. The following are the only forms of identification acceptable: UK photo driving licence; Passport; PASS card (proof of age standards scheme)
4 The provision of off-sales to terminate at 23.00 hours
5 Before the premises are opened for the purposes authorised by the licence an inspection shall be carried out to ensure that the premises are safe for use. Details of the inspection, defects discovered and remedial action taken shall be recorded in writing in a logbook kept for that purpose. That logbook shall be made available for inspection on demand to an Authorised Officer of the Council, a Fire Officer or a Police Constable
6 The fire alarm, emergency lighting system and electrical installation shall be tested on a regular basis, at a frequency determined by a competent person. Certificates should be issued showing the results of the tests. The certificates shall be made available for inspection on demand to an Authorised Officer of the Council, a Fire Officer or a Police Constable
7 A person who is nominated for the purpose of taking control in the event of a fire, fire alarm, emergency or event which may effect the safety of persons attending the premises shall be on and in charge of the premises at all times when any licensable activity is being provided. That person shall be responsible for calling the Fire Service in the event of any fire and that person shall also be responsible for meeting the Fire Service and guiding them to the fire
8 No temporary electrical wiring or distribution system shall be installed in the premises unless, the installation is carried out by a suitably qualified and competent person. The premises licence holder shall obtain a certificate from that person that the installation is fit for purpose and complies with British Standard 7671 and where applicable, British Standard 7909. A copy of that certificate shall be produced by the Premises Licence Holder if requested to do so by an Authorised officer of the Council or an Officer of the Lancashire Fire and Rescue Service
9 The level of lighting in any auditorium during the showing of films shall be maintained at a level which complies with the standards set out in BS CP 1007 (Maintained lighting for cinemas)
10. There will be no adult entertainment services, activities, other entertainment or matters ancillary to the use of the premises that may give rise to concern in respect of children

b) The prevention of crime and disorder
CCTV cameras are placed around the perimiter of the building.The monitor is at the offices of Carnforth Connect who moniter the CCTV tapes. There has never been an incident of disorder within the premises. These premises pose a low risk of crime and disorder. The additional hour is sought to enable private functions predominately to be held.
c) Public safety
The premises when open are staffed by at least 3 members of staff and more if a function requires it. Fire extinguishers are inspected and passed on a yearly basis as is the Fire and Burglar systems. The premises present a low risk to public safety. The management takes it's responsibilites seriously.
d) The prevention of public nuisance
There are no immediate neighbours due to the location of the premises. Noise levels will be maintained at a reasonable degree consistent with the locality.
e) The prevention of children from harm
There are no issues arising here. If children under the age of 16 attend they must be accompanied by adults, in any event a temporary bar area is restricted to the function and meeting room.
