OPERATING SCHEDULE
General - all four licensing objectives
It is intended that by virtue of the granting of the Application in itself, the Licensing Objectives will be satisfied. The Application will increase and promote the facilities of the Golf Club and contribute to the local community. The Golf Club actively engages with the local community running training sessions and junior events and is by its very nature the provider of activities that prevent crime and disorder, prevent public nuisance and protect children from harm.
The prevention of crime and disorder
As stated above, the Application in itself will help prevent crime and disorder. It should be pointed out and stressed at the outset that there has never been any crime and disorder issue with the Golf Club as it operates presently. The proposed variation do not alter things and the Licensing Authority and responsible authorities and interested persons will note that in the Operating Schedule entry is restricted. It would be appropriate for the Authority to insert as a condition of the licence restriction on persons to whom licensable activities can be provided consistent with that Operating Schedule. The Golf Club operates a card only system which means that members of the public cannot simply walk in off the street. As stated above, therefore, persons not in possession of a Golf Club Membership Card would not gain entry unless they satisfied the staff of their credentials as per the Operating Schedule. The snooker room and locker room of the premises and the outside of the main entrance and the car park are covered by CCTV. Footage is retained for a reasonable time in accordance with established Data Protection principals. This provides reassurance for members and helps prevent crime and disorder from outside individuals. The Golf Club operates a strict dress code and this and the nature of the activities provided target licensable activities at sections of the public unlikely to cause concern in respect of crime and disorder.
Public safety
Regular inspections take place to ensure that equipment on the premises intended to assist public safety is in working order. The Golf Club complies with statutory requirements in other legislation that furthers public safety.
The prevention of public nuisance
The Golf Club premises are located in the grounds of the Golf Club and are surrounded by the green and the car park. Therefore, the premises are, and for the foreseeable future will be, situated remotely from the nearest residential premises.
The strict dress code and type of activity provided by the Golf Club is such that persons liable to be on the premises for licensed activities are highly unlikely to be of any concern in respect of public nuisance.
The protection of children from harm
The mandatory condition will of course be adhered to in respect of alcohol sales by the Premises Licence Holder which will protect children from harm. Additionally, junior members are excluded from the Trumacar Lounge at all times and if under the age of 16, from the snooker room at all times and may only be present in the main lounge after 8p.m. if accompanied by parent or guardian.
